Rationale Understanding the carrying capacity of the current mainstem habitats for focal species is critical in assessing density-dependent responses to fish stocking and other management actions. For example, are current stocking levels exceeding current carrying capacity? This uncertainty has basinwide consequences and is applicable as long as there are dams in the river system. Furthermore, habitats may have been irreversibly changed after dam construction (See Programmatic Comment 6). If current capacity is far below historical levels, can it be increased?
